出生於烏克蘭的英國記者、作家和電視製片人。曾任倫敦政治經濟學院全球事務研究所（Institute of Global Affairs）資深研究員，現任約翰霍普金斯大學SNF Agora 研究所資深研究員。長期關注假資訊與宣傳戰議題，為該領域的頂尖專家。著有《俄羅斯，實境秀》（Nothing is True and Everything is Possible: The Surreal Heart of the New Russia）、《共識的終結》（This is Not Propaganda: Adventures in the War Against Reality）、《如何贏得資訊戰》（How to Win an Information War: The Propagandist Who Outwitted Hitler）等書。
